The country’s overall average tariff is approximately 10% (see
table below and Chart 1). Among the four sectors, tariffs remain highest for the
Agriculture Sector with tariffs averaging 16% followed by Manufacturing with an average
tariff of about 9%. In 2000, average tariffs are expected to fall by two (2) percentage
points overall and for the Agriculture and Manufacturing groups.

That average tariffs are so low is not surprising considering
that nearly 50% of tariff lines are now dutiable at 3% and only 30% of tariff lines have
tariffs above 10% (see Chart 2). By 2000, only 18% of all tariff lines will be dutiable at
tariff rates above 10% (see table below).
