When was the Tariff Commission created?
By virtue of Republic Act 911, the Tariff
Commission was created in June 1953 under the Office of the President. This Act
provided for a collegial body consisting of a Chairman and two Commissioners. The
following were the main objectives of the Commission.
 | To investigate the administration, fiscal and industrial effects of the
Tariff Laws of
the country; |
 | To investigate tariff relations between the Philippines and foreign
countries,
commercial treaties, preferential provisions, economic alliances, the effects
of
export bounties, and the volume of importation compared to domestic production; and |
 | To undertake a thorough study of the Philippine Tariff System and
submit recommendations for its revision. |
Since its inception, the
Commission has undergone several reorganizations. In 1956, it was transformed into a
division of the then Department of Finance. In 1957, the Congress of the Philippines
enacted RA 1937, otherwise known as the Tariff and Customs Code of the
Philippines, restoring the Tariff Commission as an independent body under
the supervision of the Office of the President and headed by a Commissioner and an
Assistant Commissioner.
In October 1973, by virtue of
the Integrated Reorganization Plan (Presidential Decree No.1), the Commission was
reconverted into a collegial body headed by a Chairman and Member Commissioners and placed
under the administrative supervision of the National Economic and Development Authority
(NEDA).
In October 1996, Commission's top management
agreed to create a proposed organizational structure designed to accommodate the expanded
role of the Commission in the years ahead. The reorganization aims to strengthen and
upgrade the capability of the Commission particularly its investigative and research
functions; to make it more responsive to the demands of globalization; and to sustain the
relevance and effectiveness of the organization well into the next millennium.
Accordingly, Task Forces and Sub-task Forces were created preparatory to the transition of
the structure from a matrix system to a functional type.
What is CTRM?
The Committee on Tariff and Related
Matters (CTRM) is composed of the Secretary of Trade and Industry as chairman,
and the Director-General (DG) of NEDA, as co-chairman. Its members
are:

 | Secretaries of Foreign Affairs, |
 | Agriculture, |
 | Transportation and Communications, |
 | Environment and Natural Resources, |
 | Budget and Management, |
 | Finance, |
 | Governor of the Central Bank, and |
 | Chairman of the Tariff Commission. |
The CTRM does the following:
a. Advises the President and the NEDA Board on Tariff and
related matters and on the effects on the country of various international
developments;
b. Coordinates agency positions and recommends national
positions for international economic negotiations; and
c. Recommends to the President a continuous
rationalization program for the country's tariff structure.
What does the Tariff Commission (TC) logo
represents?
The TC logo is composed of four (4)
figures bordered by a red line with 6
circles or dots.
The uppermost picture the circular design with spokes is symbolic of
a wheel which depicts movement (progress), delivery or conveyance. The Commission enjoys a
crucial partnership with our domestic industries towards the common goal of attaining
progress through sustainable growth and development. The wheel of progress is depicted as
winged
symbolizing not only how fast progress can be achieved with such decisive partnership but
also how expeditious the Commission performs its core functions.
The main functions of
TC as mandated in the Tariff and Customs Code are all geared towards the development and
efficiency of our local industries, ultimately helping them achieve global
competitiveness. Thus, TCs sphere of activities reaches out to both the agricultural
sector (depicted by the bundled rice stalks on the left) and the trade and industry sector
(represented by the picture of a factory with a smokestack on the right). All efforts to
assist these sectors of our economy, however, are consistently tempered by the
Commissions vigilance to safeguard consumer welfare.
The bottom figure is
a dragon. In mythology, this is a composite winged reptilic beast, generally said to have
a lions claws, eagles wings and serpents tail. The conception, dating
from Babylonian times, is widespread and is sometimes used as a national symbol. Only the
forms vary. It
is also a beneficent supernatural creation in Chinese mythology, connected with rains and good
harvest. Although the picture in the TC logo may vary from other representations, this is
used to depict the hopes and aspirations of the nation for continued economic growth with
social equity spurred by the successful implementation of meaningful tariff and trade
reforms.

the industry groupings
